Air Operations Permits (Title V, FESOP,
State Operating Permit, Permit-by-Rule)
SES personnel have
assisted many clients in attaining Title V, Federally
Enforceable State Operating Permits (FESOP),
Permit-by-Rule, and State air operating permits in both
attainment and non-attainment areas. Industries served
include the automotive industry, foundries, bulk
petroleum terminal and distribution facilities, metal
finishing, electronics manufacturers, hazardous
materials remediation facilities, and various other
manufacturing facilities. States in which clients
operate include: California, Massachusetts, New York,
Virginia, Indiana, Pennsylvania, New Jersey, and North
Carolina.
Bulk Petroleum
Terminal and Distribution Facility (FESOP to Title V)
SES originally
completed a FESOP permit for a bulk petroleum
terminal and distribution facility, and initiated
the process for completing a Title V air permit due
to operations expansion. This project included an
assessment of regulatory applicability, preparation
of emissions inventories, developing a plan to bring
non-compliant sources into compliance, evaluating
specifications and performance criteria for air
pollution control equipment, preparing the Title V
permit application, and developing a compliance
assurance monitoring plan.
Auto Paint
Manufacturer (Title V to Permit-by-Rule)
SES personnel assisted
an international auto paint manufacturer in
converting their Title V air permit into a
Permit-by-Rule air operating permit. Through
careful examination of emissions inventories and
regulatory requirements, and implementing
manufacturing controls, it was determined this
facility could operate within the Permit-by-Rule
classification. This saved the company thousands
of dollars in annual operating fees, reduced the
amount of annual reporting, and still allowed the
client the flexibility to continue operations as
usual.
General Auto
Parts Manufacturer (State Operating Permit)
SES staff completed a
State Operating Permit for an auto parts
manufacturer. An assessment of regulatory
applicability was completed, emissions inventories
were prepared, air pollution control equipment was
evaluated, a compliance assurance monitoring plan
was implemented, and appropriate permit application
documents were submitted to state agencies.
Air
Construction Permits
SES staff have
obtained air construction permits for multiple clients.
In general, this process includes conducting emission
inventories, determining potential emissions
specifications, reviewing current air permit documents
to determine expansion feasibility, facilitating public
hearings, reviewing drafts of permits, and preparing
comments to regulatory agencies. Types of clients
assisted include: petroleum industry, electronic
manufacturing facilities, foundries, and other
manufacturing facilities.

Compliance Assistance
SES personnel have
continued to support clients with air compliance
assistance by maintaining company compliance, bringing
non-compliant sources into compliance, reviewing current
air permits to determine operation capacity, evaluating
potential and current air pollution control equipment,
completing required annual air compliance reports, and
answering questions about everyday operations.
Air Emission
Inventories
SES staff have
completed numerous air emission inventories for
companies in support of annual compliance, operating
permits, construction permits, permit evaluation, FESOP
and Title V air operating permits.
