Brownfield Redevelopment > Large Former Oil Storage Facility
As
part of a master plan for campus development, the
University of St. Francis acquired a property that had
been formerly occupied by a large bulk petroleum storage
facility. Prior to the acquisition, SES Environmental
conducted a Phase I Environmental Site Assessment, which
identified the former operation areas at the site. A
limited Phase II subsurface investigation was then
conducted which revealed the presence of petroleum
impacted soil and groundwater, as well as the presence
of free-phase petroleum on the water table.
On behalf of the University, SES Environmental
approached the Indiana Development Finance Authority (IDFA)
for Brownfield grant assistance. The grant application
and attendant work plan submitted by SES was
subsequently approved by the IDFA and the Indiana
Department of Environmental Management. Grant proceeds
were used to cover expenses associated with completing
Phase II investigation.
SES Environmental designed and implemented a
remediation plan that included: contaminated soil
excavation, on-site soil treatment, groundwater/product
extraction utilizing vacuum-enhanced recovery methods,
and groundwater treatment. Remediation work was
coordinated with site redevelopment activities. The site
is now used for classrooms and art studios. Speaking at
a press conference, the IDFA Brownfield Grant
Administrator stated this project "is the best example
of Brownfield redevelopment initiative in the State of
Indiana".
