Environmental was selected from a field of qualified
consultants to serve as the designated Brownfield
consultant for the City of Fort Wayne. After assisting
the City with prioritizing potential Brownfield sites,
efforts were focused on redeveloping an abandoned
industrial complex, which occupied several city blocks
within a residential sector of Fort Wayne.
Industrial operations ceased in the 1960s, and
facilities began to slowly deteriorate. A major fire,
fueled by an accumulation of scrap tires, occurred at
the site in 1995. Working closely with the U.S. EPA,
Region 5, SES Environmental provided technical
consultation and field investigation services to
facilitate site redevelopment. This work included:
- Completion of a detailed Phase I ESA to
characterize the nature of past site operations;
- Preparation of a Quality Assurance Project Plan
(QAPP), and Sampling and Analysis Plan (SAP);
- Background geologic and hydrogeologic
characterization, and;
- Comprehensive surface and subsurface soil
investigation.
Based on the investigation results, a large portion
of the site was cleared for residential development.
Various land use plans are being considered for the
remainder of the site. The Brownfield section of the
USEPA Region IV recognized the QAPP and SAP prepared for
this site as model documents, and considers this project
a successful example of municipal Brownfield
development.
